Mac System X and Cyrillic keyboards

Dear Mac-user Colleagues:

We have just gotten new computers at work, and I am now on Macintosh System
X.  My problem: the phonetic (AATSEEL/QWERTY) keyboard layouts, including the
one I had on my computer before and all the ones available on the AATSEEL web
site, don't seem to work with System X.  Does anyone have a solution, or else
some System X-compatible software to recommend?  If so, I'd be grateful if
you'd reply to:
