Uzbek and Kyrgyz language programs?

Dear colleagues,
I'm hoping you can help me advise the student below:

I am looking for a summer language program in Uzbekistan or Kyrgyzstan.  The
program should be for beginners in the native language, but required Russian
proficiency is ok.  I know about the ACTR program to Central Asia, but I am
having trouble finding others.  Any help in this matter would be greatly
appreciated.
