The primary purpose of Title VI of the
     National Defense Education Act
is to educate linguists for  _national defense_.

People who have been indoctrinated with the idea that the U.S. government
is an evil imperialistic giant are perhaps unlikely to make
positive contributions to the national defense.  It makes sense for the
government to want to have some oversight over what's done with money
earmarked for this specific purpose.

Why should taxpayers pay to train linguists who have no intention of using
their skills to serve in such a capacity?
