Translation Question - CORRECTION!

I cannot be sure without the context, but it is true that the ethnicity
line of the Soviet internal passports was moved from the fifth place to
the fourth one at some time. If the expression with the fourth line was
used in a similar-to-fifth-line context but in a more modern time period,
it could mean exactly the same. So, the translation would be the same as
well.
Of course, all of the above being said, it has no bearing on the cases
when literal translation is appropriate, e.g., when it is about some
entries in different forms. In those cases, I would not usually expect any
difference in the approach to the way they are translated.
