info on applying to Russian universities

Dear Seelangers:
    A high-school student interested in pursuing an undergraduate degree
in either St. Petersburg or Moscow has asked for detailed information on
applying to Russian universities. He doesn't want to participate in an
exchange program, he wants a full program of study in Russia. If you
have some experience with this and wouldn't mind sharing it, please
contact me off-list.
