stalinskaia zabota o cheloveke

Hi,

Does anybody know the origin of the slogan "stalinskaia zabota o
cheloveke"? It dates to the early 1930s but I cannot find a speech in
which the specific phrase "zabota o cheloveke" is used (though the sense
is there in speeches that mark the turn from technology to cadres).
