PTU: What exactly is it?

There was an abusive joke about GPTU (Gosudarstvennoe 
Professional'no Tekhnicheskoe Uchilishche) - 'Gospodi Pomogi 
Tupomu Ustroit'sia'. However, many PTU provided with really 
high standard of professional education.
PTU graduates were called 'Rabochaya molodezh'.
