I must point out that the phenomenon of "standing by and watching" is a 
well documented sociological phenomenon and has very little to do with 
Russia or Russianness.  It is the effect of the diffusion of individual 
responsibility in the presence of others.  Let's not associate it with 
anything particularly Russian for just as "attacks happen all over the 
world" so does the phenomenon of "standing by and watching."
