Russian google is full of lovely articles, such as

but please be careful - the Germans in Russia,
the Russian-Germans, German-Russians,
German colonists-settlers, the urbanites and 
military class, nobility with German roots,
ethnic Germans, Baltics and Baltic nobility,
russified Germans do have different histories -
they would hate you if you confused them,
and labelled all of them with just one umbrella term.

There are shades and tones of the terms.
BTW, I contributed one article to the 
Germans in Russia encyclopaedia.
