hours-to-proficiency measure?

Hello Seelangers,

Where can I find a table of creditable (ACTFL, DLI, etc.) standards  
estimating the number of hours of instruction required to achieve  
superior fluency in various languages?

I've googled around for this and didn't find it, so I hope somebody  
else knows more than I do.
