I believe that the understanding of the slogan "Cadry reshaiut vsyo" is  
wrong, as it is in the interpretation of the poster. Historically, it  
was read "All the problems are solved by Cadres" (which infers the  
implicature 'we must have better Cadres'), but not "Cadres decide  
everything".
