Unless it is a personal goal of hers, your student doesn't need to certify.
Professionally, it will not mean it will be easier to get work in Russia,
nor will she be likely to be paid more.  

I would, however, suggest she read the following article on our site as
there are still quite a number of scams in Russia involving English
