Dear Robert, 

if the period in question is the Second World War, there is a comparative
table of ranks of the RKKA (1941) here:
http://www.novgorod.net/~dolina/metod/zvaniya.htm , according to which a
voenvrach 3-go ranga is the equivalent of an army (not navy!) captain.
