I think what matters is that it is a rank hybrid:

квартальный--надзиратель, в дореволюционной России
уполномоченный--советский термин для человека, совмещающего передачу директив со стукачеством (такой двухсторонний тип), ещё иногда называется оперупономоченным или сокращенно --опером. 
Поквартальный, с приставкой, по-русски понятие временнОе, а не пространственное, как по-английски Qharterly.

I may be all wrong or half-wrong: there may actually be a term like this. To my ear, however, it sounds like a hybrid of oppressive titles from the Imperial and the Soviet Russia, applied to the Nazi reality. Colleagues?
