Individual vs. state / Russian relationship with gov't

Dear Colleagues,
What texts (preferably non-literary; Russian or English) would you suggest
to a student writing a dissertation on the relationship between Russians and
their government? On the theme of the individual vs. the state in Russia?
Please reply on or off list (I'll post a summary if there is a significant
response).
