Changes to Student Visa requirements

Dear list members,

While we are on the topic of visas, does anyone know the requirements  
for Belarus?  I'm thinking of going to a conference in Minsk this  
summer.  How much of a hassle will this be?  And what if I come in  
from Ukraine?
