The Большой сложарь русского жаргона [Bol'shoj slovar' russkogo zhargona] gives примирение [primirenie] as the meaning of разводка [razvodka].  For the verb разводить [razvodit'], however, one of the meanings given is обманывать [obmanyvat'], and I think that обман [obman] is the intended meaning in both articles (with, I agree, the added benefit[?] of a pun in the Kommersant headline).
