Why do Russians eat potatoes without the skin?

I'm sure the Russians consider them dirty. However, I can report those who
have been here for a while, and have been served in an American household,
can be trained to eat the skins.

As I understand it, Russians almost never eat potatoes with the skin on.
There even the account of a female prisoner who complained of potato skins
in the prison soup. Does anyone know why this is?
