More like a (sometimes) shady, borderline businessman with very extensive 
deals, and all sorts of insider knowledge.

Several years ago, in South Africa,  a similar figure appeared in court on 
various charges.  The judge (a native Afrikaans speaker with good, 
but-not-quite-good enough-on-occasion English described him as "having a 
finger in every tart in town."
