Dear Robert. I see it as following:


According to the context the ruinning of the plaquette has two stages. The first is " to сделать зарез"  and the next  "to отбить кромку". Danilushko speaks of the first stage as made. That is why "испортили". If he spoke of the second ruinning stage that would be "испортят". Then the proper translation will be  "has been spoilt" for "что эту штуку испортили" and consequently "who has done it ?" for "кто испортил а?"
