Belorussian language scholar help

Dear SEELANGERs,
The Automated Bibliographic Control Committee of the
 Slavic and East European Section of ACRL (ABC SEES) is working on the 
proposal to the Library of Congress on making changes to the Belorussian
 Language Transliteration Table. Specifically, the Committee is looking 
into a status of the letter щ in the Belorussian Transliteration Table.

We would like to consult a Belorussian language specialist regarding the history of
 this letter in Belorussian language before the proposal is finalized.
