Another resource everyone should know about (if they don't already) are the vast, searchable, archived, indexed (by performer/song and by station/time) www.moskva.fm and www.piter.fm, containing all Moscow and Petersburg radio air from the last several years, and broadcasting live.

"40's in Siberia music" sounds a bit vague to me, but here is a great resource for all tastes, and this is still the tip of the ice-berg http://101.ru/?an=port_topchannels 
You can push the button "еще станции" and get another 20 and another 20. 


My favorite is under #64, so there may still be gems in the hundreds or thousands, who knows.
