Dear Frank,

I think the first one is perfective, while the second one is imperfective.

<<Таки . . . дорешал все ... вопросы>> shows that he ultimately did solve
them all, or finish solving them all.

In the second sentence, she would routinely "give" to those who did not
have enough and would (imperfectively!) not pay attention to the others (не
замечала).
