Katya, hi. If the person for whom you're trying to get the visa is a US national, then there are indeed 3-year homestay visas (I just arranged one for an American friend). They're possible thanks to the bilateral US-Russian agreement that entered into force Sept. 9 of last year and establishes 3-year, multi-entry visas as the default for Americans traveling to Russia and vice versa. The invitation letter for such a visa must be notarized and can be written either by a Russian national residing in the Russian city to be visited or by a foreigner legally allowed to stay in Russia for more than 90 days at a time (my case). Most of the details are available on the website of the middleman company handling visa processing for Russia in the US -- www.ils-usa.com. Some additional info may be available on the Russian embassy's site. The letter needs to be accompanied by copies of a bunch of the "inviter's" ID documents, as well as the required paperwork for the traveler. You may need to call ILS or the embassy to double-check on the exact documents, as they vary depending on the inviter's status.
