question about translation rates

Hello -

I am trying to get started as a freelance English-Russian translator.  I have found somebody with a project, and I think they are interested in working with me, but they are offering an hourly wage.  What is a typical hourly rate for translation?  I've read it can be somewhere between $30-$50, but since I don't have any experience yet, would it be acceptable to ask for $30?  I just don't know the ethics of the business yet.
