I think that the reference is to the Fedorovtsy sect.

 

A quick search on the mail.ru search engine turned up this, pointing to a book published in 2012:

Именно «федоровцев» скорее всего имел в виду В. Шаламов, когда писал о «десятки лет встречающейся в наших лагерях» секте «Бог знает».
