Bureaucratic question

It is generally temporary, and is closest in meaning to "acting", as you
correctly note. It can be prefixed with "временно" to emphasize the fact it
is temporary, yielding the otherwise mysterious word "врио" (так!) without
any periods in it.

For a rather straightforward and dry description of the contractual
requirements for such an arrangement, see Rostrud's guide to the question:
http://git25.rostrud.ru/2858.shtml/xPages/entry.33949.html
