Fwd: deaf/Deaf-distinction: origin?

My recollection is that it appeared in a pamphlet written by Carol  
Padden and Charlotte Baker in the early 1970s.  I'm copying Carol on  
this in case she doesn't always read SLLING-L and can respond.
