For me, it depends on the context.  Yes, i posted the 12 classes in double motion around a circle for a "fun" sign; however, I think it depends on the context.
If one is speaking, like the "Feeding of the 5,000" you set people up in groups around a circle, the number of groups is indefinite, but the concept is several groups seated around an area.  I'd say "5,000 people, group 100, group-group-group-in-an-arc".  Number, then group, then location.  Else you'd have to list 5,000 individuals which is not the point.  
Setup 12 classes, various areas.  
Does that make sense.  I'm not linguistically trained in verbage, but it's how I think through the concept.

In the fist place this is of course not a question of SignWriting since we
write what we see in the performance or what we perform in our mind ... 

So we are discussing "how to sign"   the concept of multiple objects ... 

four students, five, cars, 127 chicken, 236 classroomdoors ...  you would
not want to write or sign every singe ... smile 

In DGS I would rather use a sign for the number followed by the sign for the
"object" - sometimes I see a variation that the "object" sign is performed
two times. 

I am curious - what is the idea of the linguists on our SW-List about this?

I'm trying to make sure I understand the question.

A similar thing that happens in spoken languages is holding the vowels
like for example saying 'wooooooooow'. You could hold the vowel for a very
long time and in that case the 'o' in 'wow' would even be longer than
that. In colloquial English you can write it, just as I did here. However
the standard rules of English do not include a rule for this, and I think
the same would apply for Sign langauges in the future...what do you think?
