Initial "Too, . . ."

This morning, while my students were taking a midterm, I came across
"Too" used initially in a sentence where I would always use "Also"; the
only other place I've ever encountered this form was in Value Line
reports where it is frequently used.  Is this regional?

The sentence I read this morning and the one preceeding were:  "Many, no
doubt, are unaware of its existence.  Too, the field of vestibular
research has been dominated from its earliest days by engineers and
other quantitatively minded sorts; this can be daunting to those, like
me, who had little background in math."
