consonant-vowel, in the sense that the canonical syllable is of that form
(although it's more accurately (C)V).  Thus consonant clusters and (with
rare exceptions) syllable-final consonants do not occur, a fact that
emerges from loan words like those below or, say, Kurisumasu (for the Dec.
25 holiday) or beisuboru (for the American and Japanese pastime).  I assume
the "r" in "toddoler" is in fact silent.
