Too-too

Would appreciate any information on 'too-too'.  In an article by Stephen
Holden, of the New York Times, "Americans still struggle to portray the
upper class", in the Sunday Patriot-News (Harrisburg, PA), 13 FEB 2000,
p.E7, there is the following:

"Among men, an upper-class British accent raises the dreaded specter of
effeminacy.  Our pioneer macho society has always looked askance at men
who appeared too-too."

I suspect that the web page for the publication Too-Too Twain is not
using the phrase in the same sense as used by Holden.
