I'm going to hear this all day, now that the Diallo verdict is "not
guilty." It's Al Sharpton's rallying cry.
Where does "no justice, no peace" come from?
I remember a Hebrew Yom Kippur prayer about asking for foolish things,
like "peace without justice."
A quick check of my old Barlett's has Martin Luther, ON MARRIAGE (1530):

Peace is more important than all justice; and peace was not made for the
sake of justice, but justice for the sake of peace.

The Random House Webster's QUOTATIONARY, pg. 589, has: "Peace through
justice.--SAYING."
There has to be more and better quotes.
