I missed the earlier posts in this thread, but OED2 did publish a
1935 example of _pissant_ in the sense 'insignificant or contemptible
person':
1935 H. L. Davis _Honey in Horn_ xvi. 278 Anybody who called owning
horses disorderly conduct was a liar and a pissant.
OED2 had everything in one big block; OED3 will split up the senses.
If we are discussing a different nuance, I apologize.
