Here's an earlier use of "hot issue," from Securities and Exchange
Commission Release No. 33-4150 (Oct. 23, 1959):

preliminary report . . . discussing the results of an inquiry into the
circumstances surrounding the distribution of 'hot issues', those issues
which on the first day of trading, frequently the offering date, sold at a
substantial premium.<<
