A check of OED and M-W for "bomb scare" or "bombscare" didn't turn up anything at all. I checked on the Dow Jones database, and there are tons of bomb scares.
From the NEW YORK HERALD TRIBUNE, 19 July 1940, pg. 17, col. 1:

_"Scare" Bomb_
_At Central Park_
_Quite a Success_
_Frightens 5th Av. Strollers,_
   _but Does Little Damage;_
   _Police Suspect Small Boys_
A "scare" bomb exploded at 2:30 p.m. yesterday inside the wall of Central Park on Fifth Avenue between Sixty-eighth and Sixty-ninth streets, blowing a number os strollers and pigeons, and causing a large concentration of police. (...) Police, however, judged tat nothing more sinister than a few small boys and a can of photographer's flash powder was involved.
