It's interesting that the inquiry came from someone working in Japan. My
first reaction to the quoted example was that it must have been written in
Japan or Taiwan by a non-native speaker. English articles are notoriously
difficult for speakers of East Asian languages, and the count/mass
distinction does not map smoothly onto those languages.
