In Cornell's MOA, many references to mad dogs.  None for 'mad dog
killer', but one for "mad dog doctor", from 1851.
"...both lived with Dr. John M. Crouse, the celebrated mad dog doctor at
Stuyvesant...." (1851), mentioned at:

I could not determine the context of the statement, i.e., was he a
doctor who dealt with, or had dealt with mad dogs, or, by his actions,
was he likened to a mad dog?
