A researcher going through arrest dockets (1870s) has come across the
notation: "Who the Who" several times.  This is a new one for me and I am
hoping someone knows if this was a common notation and if so, what it meant.


"Who the Who" appears in the name column, sometimes alone, sometimes coupled
with a regular non "John Doe" type name, and others times with an "AKA"
name.

Any ideas?
