Apologies. As I presume was apparent, if incorrect in your context, I
interpreted 'non-racial' as black-on-black, i.e., not derogatory and not
race-related. In that style, nigger, often spelt 'nayga' is found in the
Caribbean, where it is used between black speakers with no racially-focussed
meaning, although a term like 'new nayga'/'new nigger', meaning a parvenu,
is still presumably used negatively.
