I think it's just a short ('reformed') spelling, like (on a
streetsign)  'No Thru Traffic' ... or the old Chicago Tribune's spelling of
"thoro" for "thorough" ... etc.

Cf. "Marlboro" [cigarettes] ... must = "Marlborough" I think.
