We are coming up in the world in the quality of our informants, who in this
case are the City Council of New Brunswick, New Jersey. My son Joel, who has
the local political beat for the student newspaper at Rutgers University,
Main (New Brunswick) campus, reports the phrase is in use at City Council
meetings, with the apparent meaning of "greater than 'low income' but not
sufficient to afford good housing".
(He also reports proudly that the City Councilors are avid---in fact, quite
critical---readers of Metro stories in the student newspaper.)
Google has 23,900 hits on "mixed income", dating back to at least 1997.
