But, even by the impressive standards or risibility demonstrated by the peace movement, has there ever been a sadder "naked protest" than that stage this week by the students of Illinois Wesleyan University. The male "nudes for peace" stood around wearing their boxer shorts and, worse, little white ankle socks and sneakers. C'mon, guys, why so shy about letting us inspect your weapons of mass destruction?
--Mark Steyn, "Nudes for Peace," NEW YORK SUN (also, NATIONAL POST), 10 March 2003, pg. 7.

"Naked protest" probably started in the 1960s-1970s, with women burning their bras.
The first Dow Jones database hit is the TORONTO STAR, 11-30-1986, "Animal activists go 'naked' to protest against fur trade." I supposed it makes some sense there--they don't want to wear fur.
But what do clothes have to do with THIS? Is it Saddam against Calvin Klein and Tommy Hilfiger?
