   What is "half-and-half?"
   Dr. WIlliam C. Fowler, District health officer, yesterday propounded that question to his assistants and the general public following an investigation which showed that "half and half" milk and cream sold in lunchrooms and public eating places ranged from a butter fat content only a little better than the 3.5 per cent required by law for milk to nearly the 20 per cent content specified for cream.
   "It seems to me that 'half and half' certainly means half milk and half cream and the butter fat content ought to be about midway between the two, but I don't know what we will do until we have completed our investigation of the lunchrooms," he said.
