You're reading the 'that' clause as relative when it's a finite noun clause; it's what the author is responding.
Remember the point of the original message was that 'voice' was intransitive which it isn't in your reading of the clause as relative.

I meant to translate 1) as "...this program gives young women permission to
voice the concerns of [the writer's fellow] parents."
