"Luggage" and "baggage" are synonyms when used to mean "the suitcases you are carrying". However, "baggage" has extended meanings. An army, at least in olden times, was followed by a "baggage camp", never a "luggage camp". "Politician X has excess baggage" does not refer to suitcases but rather to scandals or emnities or such. - James A. Landau
