Luggage and Baggage

"Luggage" and "baggage" are synonyms when used to mean "the suitcases you are
carrying".  However, "baggage" has extended meanings.

An army, at least in olden times, was followed by a "baggage camp", never a
"luggage camp".

"Politician X has excess baggage" does not refer to suitcases but rather to
scandals or emnities or such.
