A relatively new organization, the all-Negro Trade Union Leadership
Council (TULC), constitutes a "black caucus" of approximately 9,000
Negroes, functions largely within the UAW, enjoys considerable member
participation, and undoubtedly contributes to the class and racial
consciousness of Negro workmen throughout Detroit.
