antedating of Sweat Shop (1891). "pluck me" store?

As a side issue in the article, the last recommendation from the inspectors
said--<<That payment of wages by corporations be made in cash and that
company or "pluck-me" stores be abolished.>>

My DARE doesn't show "pluck me" stores?  Any help here?  One assumes the
meaning is the obvious.
