Here's a little earlier:

1942 _N.Y. Times_ 20 Nov. 12 (ProQuest Historical Newspapers)  In the case
of Kaiser Company, Inc., it was alleged that about 191 employees had been
hired at the Vancouver yard and none at the Swan Island yard in April,
1942, when the "sweetheart" contract was made requiring membership in the
A. F. of L. as a condition of employment.
