EatonTown---Around here, they've taken to to calling it "BRAC Friday".
That's BRAC, as in Base Realignment and Closure commission, the federal
panel that decides whether the U.S. Army finally calls it quits on Fort
Monmouth. And Friday, as in the day when Defense Secretary Donald H. Rumsfeld
reveals his recommendations for closing or downsizing dozens of U.S. military
bases."

Aside: Curran uses "his recommendations" to mean not the opinions that
Secretary Rumsfeld has and publicly expresses on how to do things, but rather to
mean "the recommendations that the panel submits to the Secretary and which
the Secretary then announces". Probably a slip on Curran's part, but it poses
an interesting question as to who "owns" a public recommendation: the person
(here committee) who drew it up or the person who announces it?
