Associated Press story that appeared in _The Atlantic City Press_ Thursday,
May 12, 2005, page A1, headline "Sense of dread at Army base in Monmouth".

Aside:  Curran uses "his recommendations" to mean not the opinions  that
Secretary Rumsfeld has and publicly expresses on how to do things, but  rather to
mean "the recommendations that the panel submits to the Secretary and  which
the Secretary then announces".  Probably a slip on Curran's part, but  it poses
an interesting question as to who "owns" a public recommendation: the  person
(here committee) who drew it up or the person who announces  it?
